Features: To regulate the work of applying for master's degrees based on equivalent academic qualifications and ensure the quality of degree conferment, the 16th meeting of the State Council Academic Degrees Commission decided to introduce a national unified examination on comprehensive subject level for applicants with equivalent academic qualifications. Starting from September 1, 1999, applicants for master's degrees based on equivalent academic qualifications must obtain the "Certificate of Qualification for the National Unified Examination on Comprehensive Subject Level" in the relevant subject, which is a prerequisite for obtaining the master's degree. The purpose of the comprehensive subject level examination is to strengthen the macro-control and standardized management of the state's conferment of master's degrees to applicants with equivalent academic qualifications, and it is an important part of the national examination organized to assess the professional knowledge structure and level of applicants for master's degrees with equivalent academic qualifications. In 1998, experts were organized to compile and publish the "Outline and Guide for the National Unified Examination on Comprehensive Subject Level for Applicants with Equivalent Academic Qualifications in the Field of Law." In 2000, based on the experience of the pilot program, it was revised times and published in December of the same year. Over the past three years, based on the suggestions of a large number of examinees and relevant experts, and summarizing the experience of recent years' unified examinations, we have organized experts from relevant aspects to revise this book for the second time. The revised new outline (third edition) will serve as the unified examination basis for applicants with equivalent academic qualifications to apply for master's degrees in comprehensive subject level examinations starting from 2004 and in the following years. It will also serve as a reference for universities and colleges in teaching and tutoring related subjects, as well as a reference material for examinees in reviewing and preparing for the examination.
