Features: The concept, system, and content of criminal policy are naturally very different from China's understanding of criminal policy. Whether it is criminal legal science workers or practical workers in China, their understanding of criminal policy often remains confined to a narrow view of criminal policy, viewing it as a criminal law policy or strategy for punishing crimes and protecting the people, or equating it with some specific policy measures of our Party and State in handling crime issues and dealing with offenders, such as combining punishment with education and reform, leniency with severity, "punish the past to prevent the future, heal the wound to save the person," "confess and receive leniency, resist and face severity," and "punish severely and swiftly." This narrow view of criminal policy not only hinders dialogue and exchange with the international academic community due to the lack of "operational concepts" but also obstructs the development and prosperity of criminal policy studies in China. Moreover, it is not conducive to the formulation and implementation of scientific and reasonable criminal policies in China.
