Given that APEC covers a wide range of regional economic cooperation, this book conducts interdisciplinary comprehensive research using materials related to APEC from the perspective of international economics, aiming to demonstrate the legitimacy and effectiveness of APEC as an international organization actively engaged in the international community. The book focuses on analyzing the legal characteristics and legal basis of APEC as a regional economic organization, arguing that APEC is a regional economic organization situated between traditional international organizations and international economic forums, representing a new form of international organization. It has created the "APEC model" in practice and operates relying on "non-mandatory mechanisms." Legally, it possesses the essential elements of basic international organization documents, thereby constituting unilateral or collective binding force on its members. APEC primarily uses non-mandatory mechanisms as its organizational model, consolidating the maximum common will of its members to achieve the organization's objectives, demonstrating the efficiency of regional economic organizations. This book provides interpretations of the legal phenomena involved in APEC's practice from the perspective of international law.
