Features: Some provinces and cities in China's western region have chosen to develop high-energy-consumption industries as a strategic approach to achieve leapfrog development and narrow the east-west gap, leveraging their advantages in abundant energy and mineral resources and low labor costs. Meanwhile, eastern regions, facing energy shortages and rising energy costs, have also been shifting high-energy-consumption industries to the west. While the western region has achieved rapid GDP growth and increased export earnings from high-energy-consumption products, it has also brought about numerous problems. These primarily manifest as the extensive nature of growth, with industrial development concentrated on low-technology, low-value-added primary products, leading to energy shortages, tight electricity supply, the depletion of mineral resources, and severe environmental pollution. The emergence of these issues has drawn widespread social attention and sparked debates among academia regarding the development of high-energy-consumption industries. In response, this book will conduct a systematic study on the problems and solutions of China's high-energy-consumption industry development under the guidance of the scientific outlook on development, and propose constructive solutions.
