5. When explaining the important key phrases of the constitutional provisions, it strives to clarify them based on the legislative intent. It also introduces as much as possible why the Constitution was drafted or amended in that way at the time, as well as the main viewpoints discussed. In the interpretation of the provisions, whether or not there is a legislative intent explanation, the theoretical significance must be elaborated.
6. To avoid repetition, identical or similar provisions and phrases that have already been explained earlier are not explained again later.
