Features: This is a teaching material for the seven core courses of the Public Finance major in the 21st century, and an important outcome of the key project "Research and Practice on the Main Teaching Content Reform of Public Finance Series Courses" funded by the Ministry of Education. The participating institutions in this project include seven key universities: Renmin University of China, Xiamen University, Zhejiang University of Finance and Economics, Northeast University of Finance and Economics, Central University of Finance and Economics, Shanghai University of Finance and Economics, and Southwest University of Finance and Economics. Over the past three years, under the direct guidance of the Higher Education Department of the Ministry of Education and under the leadership of Professor Chen Gong, the general (overall organizer) of Renmin University of China, the project has actively conducted surveys, data collection, and comparative research. Numerous large and small meetings were held, and discussions were organized with more than 10 renowned experts from across the country on the outline of the teaching materials and key knowledge points. After the manuscripts were completed, famous peer experts reviewed the preliminary drafts of each course and made careful revisions and improvements, with the final versions being approved. It can be said that this series of textbooks not only embodies the wisdom of the chief and contributing editors but also extensively solicits and incorporates the opinions of renowned experts nationwide, representing a crystallization of collective wisdom.
This 21st-century core course teaching material for the Public Finance major includes: Public Finance, National Budget Management, China's Tax System, Tax Administration, Public Expenditure Studies, Local Public Finance and Budgeting, and A Concise Course on Tax Informationization. Among these, Public Finance is published in two volumes.
When organizing the writing of this series of textbooks, the guiding principle was to adhere to the coordinated development of knowledge, skills, and qualities, while following the inherent laws and characteristics of this discipline. Based on defining the main theories, viewpoints, and key knowledge points of each course, the goal was to develop high-level, high-quality, and advanced teaching materials that integrate theoretical depth, knowledge comprehensiveness, forward-looking perspectives, and inspirational elements, making them truly suitable for undergraduate teaching needs in public finance programs across Chinese universities in the 21st century.
