National Unified Examination Textbook for Customs Declaration Qualification in 2005

Features: With the rapid development of China's economy, foreign trade has seen substantial growth. In 2004, China's total foreign trade import and export volume ranked third in the world, with customs clearing 36.45 million import and export declaration forms throughout the year. Correspondingly, the ranks of customs declaration practitioners have also expanded, with over 80,000 registered customs declaration officers currently. Customs declaration officers have become a new and highly sought-after career choice. The overall quality of the customs declaration officer workforce directly affects customs administrative efficiency, import and export clearance speed, and foreign trade order. In accordance with the provisions of Article 11 of the "Customs Law of the People's Republic of China," which states that "customs declaration personnel must legally obtain a customs declaration qualification," customs implements a national unified examination system for customs declaration qualifications. The examination evaluates applicants' legal compliance, integrity, knowledge level, and professional competence. Chinese citizens who wish to pursue a career in customs declaration must participate in the national unified examination for customs declaration qualifications and must pass the exam to apply for the customs declaration qualification certificate. To ensure the scientific and fair nature of the examination, the General Administration of Customs has established the Customs Declaration Qualification Examination Committee and organized the Customs Declaration Qualification Examination Textbook Writing Committee to oversee the revision of examination textbooks. This year, the textbook writing committee summarized the experience of previous customs declaration qualification examinations and widely solicited opinions from foreign trade and customs declaration practitioners. Based on the actual development of customs declaration business, the committee organized relevant industry experts into five writing groups to formulate the examination outline and write the 2005 edition of the national unified examination series textbooks for customs declaration qualifications. The latest laws, administrative regulations, and customs business reform achievements related to foreign trade control and customs management in China have been timely incorporated into the textbooks. The 2005 edition series textbooks include: "National Unified Examination Outline for Customs Declaration Qualification," "National Unified Examination Textbook for Customs Declaration Qualification," "National Unified Examination Guidance Textbook for Customs Declaration Qualification," "Import and Export Commodity Names and Codes," and "New Solutions to Customs Declaration Qualification Examination Questions (2001-2004)," forming a comprehensive book series. As the ancients said, "Those who plan according to righteousness will surely succeed, and those who act for the people will surely achieve." As long as the authors keep the readers in mind, their works will undoubtedly be well-received. The writers of this series of textbooks, from the perspective of what candidates should know and be able to do, have considered both the breadth of knowledge to be covered and the emphasis on the basic content of customs declaration practice. The five books in the series each serve a distinct purpose: the "Outline" guides candidates in grasping the key examination points, the "Textbook" focuses on imparting knowledge and skills, the "Guidance Textbook" emphasizes clarifying doubts and solving problems, the "Codes" serve as an examination reference tool, and the "New Solutions" help candidates familiarize themselves with examination question types and summarize problem-solving techniques.
