Features: With the rapid development of China's economy and a significant increase in foreign trade, China's total import and export volume ranked third in the world in 2004. Throughout the year, the Customs General Administration processed 36.45 million customs declaration documents for import and export goods. Correspondingly, the ranks of customs declaration personnel have also expanded, with over 80,000 registered customs declaration personnel at present. Customs declaration has become an emerging and highly competitive career choice. The overall quality of customs declaration personnel directly affects the administrative efficiency of the Customs, the speed of import and export customs clearance, and the order of foreign trade. According to Article 11 of the "Customs Law of the People's Republic of China," which stipulates that "customs declaration personnel must legally obtain the qualification for customs declaration," the Customs General Administration implements a national unified examination system for customs declaration qualification. Through the examination, it evaluates the law-abiding and trustworthy nature, knowledge level, and professional competence of applicants. Chinese citizens who wish to engage in customs declaration must participate in the national unified examination for customs declaration qualification and obtain the customs declaration qualification certificate only after passing the exam. To ensure the scientific and fair nature of the examination, the Customs General Administration established the Committee for the Qualification Examination for Customs Declaration Personnel and organized the Compilation Committee for the Examination Textbooks of Customs Declaration Personnel to specialize in the revision of examination textbooks. This year, the Compilation Committee summarized the experience of past customs declaration qualification examinations and widely solicited opinions from foreign trade and customs declaration personnel. Based on the actual development of customs declaration business, the committee organized relevant industry experts into five writing groups to formulate the examination outline and wrote the 2005 edition of the series textbooks for the national unified examination for customs declaration qualification, incorporating the latest laws, regulations related to foreign trade control and customs management, and the achievements of customs business reforms into the textbooks in a timely manner. The 2005 edition of the series textbooks includes: "Outline of the National Unified Examination for Customs Declaration Qualification," "Textbook of the National Unified Examination for Customs Declaration Qualification," "Assistance Textbook for the National Unified Examination for Customs Declaration Qualification," "Names and Codes of Import and Export Commodities," and "New Solutions to the National Unified Examination for Customs Declaration Qualification from 2001 to 2004," forming a comprehensive book series. As the ancients said, "Those who plan according to righteousness will surely succeed, and those who act for the people will surely achieve." As long as the compilers keep the readers in mind, their works will surely be well-received by the readers. The compilers of this series of textbooks, from the perspective of what candidates should know and be able to do, have considered both the breadth of knowledge to be covered and the essential content of customs declaration practice. The five books in the series each serve a distinct purpose: the "Outline" guides candidates in grasping the key points of the exam, the "Textbook" focuses on imparting knowledge and skills, the "Assistance Textbook" aims to clarify doubts, the "Codes" serves as an examination reference tool, and the "New Solutions" helps candidates familiarize themselves with exam question types and summarize problem-solving techniques. I hope that the publication of this series of textbooks will facilitate the study and preparation of a wide range of candidates, contribute to the openness, fairness, and impartiality of the examination, and also serve as a business guide for customs declaration personnel and a reference for customs staff and those in related fields. Errors and omissions in the textbooks are inevitable, and we sincerely welcome feedback from all sectors of society. The national unified examination for customs declaration qualification has been implemented since 1997 and has been held ten times by 2004. This examination has played an important role in improving the overall quality of customs declaration personnel and standardizing customs declaration practices. With the rapid development of China's foreign trade, society has placed increasing importance on the customs declaration profession. In recent years, the number of candidates taking the customs declaration qualification examination has remained around 140,000 annually. Due to the examination's comprehensive content involving foreign trade, English, laws and regulations, and knowledge and skills in customs declaration, it is highly professional and challenging. Candidates hope to gain a more comprehensive and in-depth understanding of past examination questions, especially those from recent years, to further enhance their knowledge of the basic theories, fundamental knowledge, and essential skills of customs declaration. To meet this desire, the Compilation Committee for the Qualification Examination for Customs Declaration Personnel of the Customs General Administration organized some experts who have been involved in the compilation of examination textbooks and the setting of examination questions in recent years to provide new solutions to the examination questions from 2001 to 2004 for the reference of candidates. Since customs declaration business is developing rapidly, the examination content changes every year. Based on the needs of candidates, this book is entirely based on the 2005 examination outline and textbook. For some outdated or beyond the scope of the examination outline, we have marked them with "▲" and ask candidates to pay special attention when studying. It should be noted that due to changes in foreign trade policies, laws, regulations, and customs supervision regulations, the textbook content has also been adjusted accordingly. Therefore, the answers provided in the new solutions may not be consistent with the standard answers of the time of the exam. To facilitate learning, we have also collected the question papers of 2003 and 2004, along with answer sheets, as appendices for candidates to use for simulated tests. The question types provided in this book do not represent the format of the 2005 exam. Candidates should refer to the 2005 edition of the "Outline of the National Unified Examination for Customs Declaration Qualification" for the content and format of the 2005 exam.
