Features: Since the reform and opening-up, China's infrastructure construction has made remarkable progress, playing an increasingly important role in economic development and social stability. As a developing country, China's infrastructure remains relatively weak and still fails to meet the needs of rapid economic growth. Therefore, large-scale investment in the infrastructure sector is necessary. However, to date, due to various reasons, investment in this field has been largely limited to government resources, which has significantly constrained the development of China's infrastructure sector and restricted the country's overall economic and social progress. This book elaborates on the connotation, characteristics, and ways to achieve effective supply of infrastructure from a theoretical perspective; compares the objectives and methods of infrastructure privatization reforms in Western developed countries; reviews the evolution of China's infrastructure investment and financing system; summarizes the current status, problems, and causes in China's infrastructure investment sector; analyzes the necessity, feasibility, and path selection for private capital to enter the infrastructure field; demonstrates the scope of private capital investment in the infrastructure sector and the various conceptual and institutional barriers it currently faces; and finally proposes the role the government should play in facilitating private capital entry into the infrastructure sector, including comprehensive planning, policy formulation, information guidance, organizational coordination, service provision, and legal safeguards.
