Features: Brief Introduction To implement the 2000 edition teaching syllabus and adapt to new needs, the English Group of the Teaching Guidance Committee for Foreign Language Majors in Higher Education established a syllabus revision team at the end of 2002. The members of the revision team included: Zou Shen (Shanghai International Studies University), Zhong Meisun (Beijing Foreign Studies University), Chen Jianping (Guangdong University of Foreign Studies), Qin Xiubai (South China University of Technology), Zhu Yongsheng (Fudan University), and Li Shaoshan (Luo Yang Military Foreign Languages University). Based on extensive research, the revision team drafted a draft of the new syllabus for comments in June 2003. After collecting opinions from nearly 100 institutions' representatives and experts between July and December, the revision team revised the draft. By the end of the same year, the revision team discussed and approved the new CET-4 syllabus. In 2004, the annual meeting of the English Group reviewed and approved the syllabus, which was then submitted to the Higher Education Department of the Ministry of Education and the National Teaching Guidance Committee for Foreign Language Majors in Higher Education. The publication of the "College English Proficiency Test Syllabus" (2004 Edition) helps the Teaching Guidance Committee and the English Group understand students' English proficiency, assess the implementation of the teaching syllabus, evaluate teaching quality, and promote teaching reform.
