The civil servant salary system is a crucial component of the civil service system. How to formulate and effectively leverage its functions—such as motivation, regulation, integrity-building, and security—plays a pivotal role not only in boosting the work enthusiasm and service awareness of civil servants but also in preventing rent-seeking and corruption among them, thereby establishing a clean and efficient government. Compared to Western countries, research on China's civil servant salary system is still in the exploratory and learning stages. How to learn from and integrate the advanced experiences of other countries while better aligning with China's realities to develop a civil service classification system, salary grading system, salary adjustment system, salary management system, and retirement insurance system tailored to China's context is a key issue for the current reform of the civil servant salary system and a task for researchers.
The modern period in China was an early era when the civil servant salary system was nurtured, discussed, studied, and implemented in China. Scholars made valuable explorations in this field, leaving behind rich economic and policy ideas. However, the academic community has currently overlooked research on this topic. This book, titled "A Study of the Thought on the Modern Civil Servant Salary System in China," aims to: first, from the perspective of the history of economic thought, organize and analyze the ideas on the modern civil servant salary system from the late Qing Dynasty to the Nanjing Nationalist Government period over more than a century, addressing the gaps in academic research on this issue; second, uncover some valuable ideas in the thought on the modern civil servant salary system to provide theoretical references and policy recommendations for the current reform of the civil servant salary system.
