When reviewing major science and technology awards, Baosteel has set higher standards, requiring that applicants for first-class awards must possess patents, and that scientists and technicians demonstrate the innovation and advancement of their technologies through patents when completing research projects. Baosteel has established a Chief Engineer system, opening up dual channels for cultivating management experts and technical experts, evaluating them based on competence and performance. Two rounds of selection and naming have produced 91 Chief Engineers and Chief Researchers, greatly stimulating the innovative enthusiasm of technical and managerial talents. To create an environment where talent can emerge, Baosteel shares has set up a "mini special zone" in its Technology Center, adopted a project-based salary system, and explored new models for the distribution system, fully mobilizing the enthusiasm of a large number of researchers. Highlighting innovation and breaking out of traditional circles, Baosteel has made patent applications one of its corporate business goals, with a technological investment rate exceeding 3%. The innovation in the system has brought fruitful results. After the joint restructuring, Baosteel's patent applications have increased by more than 20% annually, showing a rapid development trend. In 2004, the number of patent applications reached 403, and the number of technical secret reviews reached 1,244.
