Features: While proposing the construction of the "Three Yellow Rivers" scientific and technological platform for Yellow River governance, the Yellow River Conservancy Commission (YRCC) decided in 2002 to launch the consultation and tracking research on the Yellow River's conditions starting from 2003. Accordingly, the Yellow River Institute of Hydraulic Research, based on the YRCC's instructions and requirements, decided to publish an annual series of reports titled "Yellow River Condition Consultation Report." These reports aim to promptly track new situations and issues emerging in the Yellow River, consult on strategic, forward-looking, and fundamental scientific questions in Yellow River governance, report on new developments in Yellow River governance science and technology, and provide decision-making recommendations to the YRCC. The framework of the annual "Yellow River Condition Consultation Report" remains largely fixed, but the content and focus vary each year. Many consultation research topics are conducted continuously year after year, with the goal of achieving breakthroughs in applied basic research. Therefore, the achievements reflected in each year's "Yellow River Condition Consultation Report" do not represent the entirety of scientific research results in related fields. Of course, some consultation research topics will be adjusted as necessary based on major decision-making needs of the YRCC in Yellow River governance and new situations or issues arising in the Yellow River. The "2003 Yellow River Condition Consultation Report" is the second in this series, and its content includes: (1) Part: Comprehensive Consultation Research Report. (2) Part: Special Topic Research Report. (3) Part: Tracking Research Report.
