Features: Since the National Talent Conference, talent work has been given high importance, and the concept that talent is key has deeply permeated society. On March 5, 2006, at the third session of the 10th National People's Congress, Premier Wen Jiabao emphasized the importance of talent in his government work report. To support the "Science and Education Revitalize China" strategy and the "Talent Strengthen China" strategy, we organized and published the third volume of the Blue Book on Talent Development. Building on the writing experience of the previous two volumes, this book has added a "Hong Kong, Macao, and Taiwan" section and a "Historical Records" section. Additionally, in other sections, we closely aligned with practical needs, pursuing innovation in topic selection and content to examine China's talent development from different perspectives.
The "Policy" section primarily analyzes the development of China's talent and personnel policies from multiple angles. In the article "Analysis of China's Talent Policies in 2005," it provides a systematic review of the development of China's talent and personnel policies in 2005 and offers preliminary analysis and predictions for talent policies in 2006. The article "Analysis of China's High-Level Talent Policy System" comprehensively summarizes and analyzes the current policy environment for high-level talent in China. Other topics in this section include "Fiscal and Tax Policy Support for the Development of High-Skilled Talent," "Research on China's Special Talent Resources and Policies," and "Building China's Talent Security Policy in the New Era."
The "Competitiveness" section includes two parts. The article "Comparison of Talent Competitiveness Among 31 Provinces, Municipalities, and Regions" primarily uses data comparison analysis to compare the talent competitiveness of these regions by constructing evaluation indicators. The article "Comparison of China's Talent International Competitiveness" focuses on analyzing the competitiveness level of international talent, helping China to "know oneself and know others" when strengthening talent team building.
The "Teams" section primarily analyzes the current status, development strategies, existing problems, and countermeasures of talent teams in China, such as doctoral talent, accounting talent, real estate industry talent, manufacturing industry talent, rural talent, and elderly talent. The main feature of this section is its detailed and systematic content, complementing the "Teams" section of the previous two volumes and the future Blue Books on Talent. The Blue Book will strive to analyze the talent team status of major industries in China, providing references for industries to formulate talent policies and strategies.
The "Hot Topics" section includes five articles. The article "Estimation and Analysis of the Economic Costs of Civil Service Examinations in China" systematically analyzes the cost issues of civil service recruitment from economic-benefit and economic-efficiency perspectives. The article "Empirical Research on the Relationship Between Fiscal Investment and Talent Output (Cultivation)" primarily addresses the relationship between fiscal investment and talent output. The article "Impact of Human Resource Improvement in Northeast and Western Regions on Economic Development" analyzes the current status of human resources in Northeast and Western regions from economic, political, and cultural factors. The article "Research on China's Talent Waste Problem" measures and analyzes the scale of talent waste in China. Additionally, this section provides a review of the controversial issue of "overwork deaths" among Chinese intellectuals.
The "Hong Kong, Macao, and Taiwan" section includes three articles: "Development Status of Talent in Hong Kong's Tourism and Hospitality Industry," "Talent Development and Labor Demand in Macao's Gaming Industry," and "Education and Talent Development in Taiwan." These articles analyze the talent team building in Hong Kong, Macao, and Taiwan from three different perspectives, although they do not provide a comprehensive review of the overall human resources in these regions, they can still reveal the strength of their talent teams.
The "Historical Records" section includes three articles. The article "Reflections on Academic Lineages" argues that the decline of academic cultural lineages is due to the heavy blows suffered by humanistic intellectuals, leaving them constantly in shock. When masters of Confucian classics are struggling to survive, the inheritance of academic cultural lineages naturally becomes difficult. In Chinese history, more than 1,000 people have been awarded the title of "Zhuangyuan," but only about 750 of them actually participated in the palace examination and were selected. The article "Achievements of Ancient Chinese Zhuangyuan" systematically introduces the relevant information about these Zhuangyuan, providing valuable insights for understanding ancient talent selection systems. The article "Comparison Table of Political and Academic Careers of Chinese Scholars Throughout History" lists the political and academic careers of 100 scholars from Laozi to Wang Guowei. This table clearly shows that when true scholars enter politics, it is often a waste of talent, as one cannot divide their attention. Therefore, the author calls for avoiding the tragedy of "foreign scientists advancing while Chinese scientists are promoted" from repeating today.
Due to the broad content and involvement of multiple disciplines in this book, it may be challenging to grasp. Therefore, some shortcomings are inevitable, and we sincerely welcome criticism and corrections from readers and experts.
