Based on the property rights system theory in economics and employing an empirical legal research method, it advocates for the interaction between property law and environmental resource law, proposing the establishment of a property rights system for environmental carrying capacity. Additionally, it proposes establishing an environmental resource compensation mechanism in both property law and environmental resource law. While emphasizing the economic value of "making full use of resources," it places greater importance on the ecological value of resources, aiming to reduce or mitigate the economic losses incurred by property owners due to restrictions on property rights through ecological compensation mechanisms.
Furthermore, addressing the severe water scarcity and wastage in the Northwest ethnic regions, the book advocates for the restructuring of the dual ownership system for water resources, implementing a single-state ownership system to ensure the rational use and unified allocation of water resources.
