Features: The National Law Master Entrance Examination is a selective examination uniformly implemented by pilot institutions for the professional degree of Law Master. The objective of the training program is to cultivate a large number of applied and composite legal talents with both mastery of their own professional knowledge and expertise in legal knowledge, abilities, and qualities. It aims to scientifically regulate the enrollment, training, and process of Law Master programs, further improve China's training structure and degree system for high-level legal talents, and ensure that legal graduate education meets the diverse urgent needs of high-level legal professionals in various fields of legal practice, political life, economic life, and social life. Strengthening the assessment of relevant abilities and developmental potential for legal work is a prominent feature and fundamental approach of the examination.
To meet the demand for high-level applied legal talents in China's socialist market economy and the rule of law, the 13th meeting of the State Council Academic Degrees Committee in 1995 approved a report on establishing the professional degree of Law Master. In June 1999, the Office of the State Council Academic Degrees Committee and the Education Department of the Ministry of Justice forwarded the "Guiding Training Program for Law Master Graduate Students," revised by the Secretariat of the National Law Master Education Guidance Committee. In 2005, the joint examination for the enrollment of Law Master candidates (academic education) was piloted by the participating institutions.
The education program for Law Master does not admit undergraduates with legal majors (including those with equivalent qualifications) but only non-legal undergraduates with bachelor's degrees from the national education system or those with equivalent qualifications. This measure was adopted because the education program for Law Master is an important channel for cultivating high-level applied and composite legal talents, and increasing the training of such talents is a key task of legal graduate education. This reform is beneficial in maximizing the social benefits of legal higher education resources, fully leveraging the special educational functions and roles of the Law Master program, and facilitating the organizational work of the pilot institutions during the training process. Legal undergraduates are encouraged to apply for postgraduate studies in law, while qualified working professionals can pursue the Law Master program on a part-time basis.
The National Law Master Entrance Examination includes two subjects: Professional Foundation (covering Criminal Law and Civil Law) and Comprehensive Subjects (covering Jurisprudence, Constitutional Law, and History of Chinese Legal System), each worth 150 points. Currently, 39 universities have been approved by the Ministry of Education to enroll Law Master students, and the number of applicants has been increasing year by year.
Starting from 2004, the Ministry of Education decided to take over the (question-setting) of the National Law Master Entrance Examination from the National Law Master Education Guidance Committee, transferring it to the National Education Examination Center. This marked a new phase for the examination. According to the requirements of the National Education Examination Center, the examination not only assesses candidates' legal knowledge but also their ability to apply fundamental knowledge and principles from related disciplines, accurately use legal language, and demonstrate legal thinking skills such as logical analysis, reasoning, and argumentation.
To help candidates master the content of each subject in the National Law Master Entrance Examination, familiarize themselves with the question types, and improve their scoring ability through effective pre-examination training, we organized legal experts from renowned law schools such as Peking University, Tsinghua University, and China University of Political Science and Law to compile this series of guidance books. Since its publication in 2005, the series has been favored by a large number of candidates, and they have also provided valuable suggestions and opinions to continuously improve it.
