In June 1999, the Office of the State Council Academic Degrees Committee and the Legal Education Department of the Ministry of Justice forwarded the "Guiding Training Program for Legal Master Graduate Candidates" revised by the Secretariat of the National Legal Master Education Guidance Committee. In 2005, the joint examination for the enrollment of Legal Master degree candidates (academic education) was piloted by the participating institutions.
Legal Master graduate education does not admit undergraduates with legal majors (including those with equivalent qualifications) but only non-legal undergraduates with bachelor's degrees from the national education system or those with equivalent qualifications. The rationale for this measure is that Legal Master education is a vital channel for cultivating high-level applied and composite legal talents, and expanding the training of such talents is a key task in legal graduate education. This reform is conducive to maximizing the social benefits of legal higher education resources, fully leveraging the special educational functions and roles of the Legal Master program, and facilitating the organizational work of pilot institutions during the training process. For legal undergraduates, it is encouraged to apply for postgraduate studies in law. Employees who meet the qualifications may apply for the part-time Legal Master program.
