China's Self-Assessment Report on National Capacity for Implementing International Environmental Conventions

Features: The capacity-building of developing countries to fulfill commitments is a key issue contained in the Convention on Biological Diversity, the United Nations Framework Convention on Climate Change, and the United Nations Convention to Combat Desertification. It is essential to conduct an objective evaluation of the existing capacity-building activities for developing countries, their capacity-building needs, and the coordination between these needs and the initial GEF capacity development activities and other similar initiatives. The National Capacity Self-Assessment (NCSA) project was initiated by the GEF and implemented by the United Nations Development Programme (UNDP) or the United Nations Environment Programme (UNEP) under such circumstances. The main activities of the project are distributed across four subcontracts: biodiversity, climate change, desertification, and cross-cutting subcontracts. The outputs of these four subcontracts are four national assessment reports. To ensure that China's current capacity to fulfill commitments and its needs are fully reflected in the reports, the Chinese government emphasized the leading role of the Implementation Office. Under the guidance of the Implementation Office, the implementing units of the subcontracts conducted careful and detailed work, fully listened to opinions from all parties, and revised the reports several times before finalizing them. The cross-cutting report was developed based on the three thematic area reports. This book is a compilation of these four reports.
