Features: At the 5th Plenary Session of the 16th Central Committee of the Communist Party of China, the Central Committee explicitly stated: "Building a new socialist countryside is a major historical task in China's modernization process. It must be advanced steadily and solidly in line with the requirements of developing production, improving living standards, fostering civilized rural customs, tidying up village environments, and promoting democratic management. We must coordinate urban and rural economic and social development, advance the construction of modern agriculture, comprehensively deepen rural reforms, vigorously develop rural public services, and employ all means to increase farmers' incomes." Legal issues are important in the construction of a new socialist countryside. In response to the Central Committee's call to build a new socialist countryside, we have organized scholars and practitioners who are concerned with agriculture, rural areas, and farmers' interests to select legal issues frequently encountered in farmers' daily lives and compile this series of "Legal Guidance Series for Building a New Socialist Countryside." The purpose of planning this series is to be close to farmers, close to life, solve problems, safeguard farmers' legitimate rights and interests, raise farmers' legal awareness, and contribute our modest efforts to the construction of a new socialist countryside and the building of a harmonious society.
