Hong Kong and Macau are Special Administrative Regions of China, but from the perspective of customs territory, each has tariff autonomy and implements its own tariff system, making them separate customs territories of China. Goods from Hong Kong and Macau entering the mainland are subject to customs duties. This creates certain barriers for products originating from Hong Kong and Macau to enter the mainland. As a free trade agreement, CEPA aims to achieve tariff-free trade in goods between the mainland and Hong Kong and Macau by liberalizing trade in goods, eliminating non-tariff measures, and promoting mutual trade and economic integration. In this sense, CEPA is a model of utilizing rules of origin. CEPA fully leverages relevant provisions in the WTO to legally address the need for mutual consideration between the mainland, Hong Kong, and Macau. The content of CEPA mainly includes three categories: liberalization of goods trade, liberalization of services trade, and facilitation of trade and investment.
