Chapter 4: Employment and Re-Employment Difficulty Analysis. Proposes the causes of constraints on fishermen's employment and re-employment from ten aspects, such as culture and concepts.
Chapter 5: Labor Quality and Unemployment, Re-Employment.
Chapter 6: Re-Employment Project. Based on the elaboration of domestic and international employment experiences, it analyzes the role of the government in employment work. It proposes that the government's macroeconomic policies, primarily monetary and fiscal policies, directly determine the economic foundation of fishermen in fishing areas. The legal environment and competitive environment also play a role in protecting fishermen. The government's role in influencing and intervening in resource allocation cannot be ignored. By utilizing its function of redistributing national income, the government can help fishermen quickly transition to new industries, reduce unemployment, maintain social stability, and promote the sustainable and healthy development of the fisheries economy.
