Features: In recent years, with the continuous improvement of China's legal system, the legitimacy of legal procedures has been increasingly emphasized. To better fulfill their respective responsibilities and implement laws comprehensively, correctly, and promptly, various departments of public security organs have made significant enrichments and improvements to the original legal documents in their practical work. On December 18, 2002, the Ministry of Public Security made major revisions to the "Format of Criminal Legal Documents of Public Security Organs," which was promulgated on November 14, 1996. At the same time, the Ministry of Public Security formulated the "Models of Administrative Legal Documents of Public Security Organs," which were issued to public security organs across the country on September 19, 2003, and began to be used starting from January 1, 2004. The use of these two major new document types has obviously played a positive role in promoting the legal exercise of functions by public security organs and improving the quality of their work. To enable the various functional departments of public security organs to truly master the creation and use of legal documents and adapt to the needs of practical work, we have compiled this book. This book is aimed at public security organs as a small reference book for creating and using legal documents. It can also serve as a guide for public security organs in handling criminal cases and routine administrative cases. The structure of this book is divided according to the scope of business specified by the "Criminal Law of the People's Republic of China," mainly including criminal legal documents and administrative legal documents. Each major category is further divided into several subcategories (see the table of contents for details). When it comes to each subcategory, the basic format is as follows:
1. The concept of the document, the relevant legal provisions, the structure and writing style of the document;
2. The new format of the document and the issues to pay attention to in its creation and use;
3. Typical examples of the corresponding documents. The writing of the entire book follows this model, with adjustments made for specific documents in terms of detail.
In terms of specific formats, criminal documents are divided into five parts according to the "Format of Criminal Legal Documents of Public Security Organs (2002 Edition)" issued by the Ministry of Public Security, based on the different stages of criminal litigation in which public security organs participate: documents for case filing, case cracking, jurisdiction, recusal; documents involving lawyers in litigation; documents for coercive measures; documents for investigation and evidence collection; documents for detention and execution, etc. Administrative documents are divided into six parts according to the "Models of Administrative Legal Documents of Public Security Organs (2003 Edition)" issued by the Ministry of Public Security, based on the administrative case scope of public security organs: documents for public security management; documents for administrative reconsideration and litigation (including hearings); documents for labor education and juvenile delinquency; documents for fire management; documents for traffic management; and others (including immigration management, internal security, drug rehabilitation, etc.).
This book has its own characteristics and can play its due role in practical work.
1. Up-to-date Content: This book is compiled based on the "Format of Criminal Legal Documents of Public Security Organs (2002 Edition)" and the "Models of Administrative Legal Documents of Public Security Organs (2003 Edition)." These document formats are the latest regulations and have significant differences from previous formats. Therefore, there is a need for a reference book that explains and provides examples of the new documents. This book is directly based on the latest formats. Similar works either lack the comprehensiveness of this book or are outdated and do not meet the needs of new practical work. For example, few works mention the documents used in hearing procedures conducted by public security organs. This can be considered a major feature of this book. Additionally, the writing theory and examples used in this book are the latest, hoping to highlight the differences between this book and similar works.
2. High Practicality: There are hundreds of types of public security documents, but only a few are frequently used by various departments. Therefore, this book only explains and provides examples of important documents commonly used in the practical work of public security organs. Moreover, many public security documents are fill-in-the-blank types, which can be easily completed after mastering certain writing skills. For such documents, this book provides more descriptions and guidance on their structure and writing style. For many text-based documents that require strong writing skills, considering practical needs, we not only provide writing methods and legal basis but also list examples and formats for reference. With a mix of detail and brevity, this book demonstrates strong practicality in a concise format.
3. Comprehensive Content: Many existing similar works focus on explaining and providing examples of documents for a specific department of public security organs. However, the scope of public security work is very broad, and comprehensive works that provide in-depth explanations and examples for various types of documents are already scarce. Works that provide relatively comprehensive explanations based on the latest document formats have not yet appeared. This book fills this gap.

- Cui Kai: First and Second Editions, and Chapter Four of the Third Edition
- Wan Ping: Chapter Two of the Third Edition
- Qi Fengmin: Chapter Three of the Third Edition
- Liu Wenpeng: Chapter Three of the Third Edition, and Chapters Five, Six, and Seven
