Features: Local public finance operates within a specific space. Therefore, this book follows the research methods of urban economics, regional economics, and spatial economics, placing local public finance within a spatial framework to analyze its relationship with urban development. The research findings indicate that, compared to local public finance in Western countries, China's local public finance exhibits stronger "local publicness" and "local efficiency" characteristics. The impact of China's local public finance on urban development is more pronounced, more direct, and has a deeper influence. The chapter structure of this book is arranged as follows:
Chapter 1 discusses the background of the research topic, explaining the urgency of studying the relationship between urban development and local public finance in China, and clearly defines the main research method as spatial economic research.
Chapter 2, given that local public finance issues and urban development issues are closely linked to historical processes to a large extent, this chapter briefly reviews the history of public finance, local public finance, and urban development in China and Western countries. Through comparative research, it reveals the historical origins of the issues studied in this paper.
Chapter 3 reviews and briefly evaluates the relevant theories in the field of public finance and local public finance, as well as the theories of local public finance under the spatial economic context. The theories summarized in this chapter will serve as the theoretical foundation for the subsequent analysis.
Chapter 4, given the limited research on China's local public finance under the spatial economic context and the importance of revealing the spatial attributes of China's local public finance to the argument of this paper, this chapter carefully analyzes the characteristics of China's local public finance under the spatial economic context.
Chapter 5 analyzes the characteristics of China's urban development from a unique perspective. Based on a comparison of these characteristics with the spatial attributes of local public finance elaborated in the previous four chapters, it formally proposes the hypothesis of the "local public finance nature" of China's urban development.
Chapter 6 applies the hypothesis of the "local public finance nature" of China's urban development to analyze the various issues arising from the current stage of local public finance and urban development in China. Using a concise microeconomic model, it analyzes the possible Pareto-efficient path choices for local public finance decision-making in urban development, clarifying the optimal solutions to these problems.
The main theoretical innovations of this paper are:
1. Proposed the hypothesis of the "local public finance nature" of China's urban development.
2. Comprehensively analyzed the spatial characteristics of China's local public finance.
3. Analyzed and revealed the unique spatial characteristics of China's urban development, namely "local publicness" and "local efficiency."
4. Employed microeconomic methods to preliminarily analyze the game between local governments in the process of formulating local public finance policies and the possible optimal path choices.
