Features: Currently, the book market has published a variety of legal and regulatory compilations, such as various "all-in-one" books, complete works, codices, and legal tools. The editing and publication of these books, with their comprehensiveness and systematic nature, once became essential reference tools for industry professionals. However, due to their sheer comprehensiveness and high prices, coupled with the practice of bundling sales without regard to specialization or field, many readers were deterred from purchasing them. In reality, most people do not need to purchase and consult all legal regulations and judicial interpretations. Even legal professionals, with the increasing specialization of their fields, have selective needs regarding the understanding and application of laws and regulations. Based on this, our publishing house, after conducting extensive and in-depth research on the legal and regulatory book market, has spent a long time planning and editing this "Practical Core Regulations Series" (80 volumes) to meet readers' multi-dimensional needs for current legal and regulatory information.
Compiling legal and regulatory materials is not simply about packaging and stacking laws and regulations; it should incorporate the compiler's own philosophy and intellectual labor. Many of the currently published individual legal and regulatory books are simply categorized by departmental law without considering or accommodating the inclusion of all related regulatory information or prioritizing it. In response to this situation, we established our own editing philosophy:
- Serve the readers, understand their needs;
- Make it convenient for the readers, allowing them to quickly and directly find the content they need;
- Be faithful to the readers, ensuring the accuracy, current validity, and authority of newly included laws and regulations;
- Benefit the readers, enabling them to obtain the maximum amount of legal and regulatory information in their chosen field with the minimum cost.
Based on this editing philosophy and market research, we have classified the current complex and fragmented laws and judicial interpretations according to the social relationships they regulate, particularly which groups' behaviors they primarily govern. We have divided them into 80 thematic volumes, covering various fields such as politics, economy, culture, science and technology, education, and social life, making it easier for readers to choose and meet the diverse needs of different reader groups for specific legal and regulatory information. For example, classified by regulatory fields, there are works such as Practical Core Regulations on Criminal Law, Practical Core Regulations on Evidence, Practical Core Regulations on Press and Publication, Practical Core Regulations on Legal Aid, and Practical Core Regulations on the Protection of Laborers' Rights. Classified by the primary behaviors they regulate, there are works such as Practical Core Regulations for Deputies of the National People's Congress and Practical Core Regulations for Civil Servants.
Additionally, to make it economical, quick, and convenient for readers to consult each law and regulation, we have structured the editing around the main law, encompassing all related information. Each volume is divided into three parts:
- The main law;
- Implementation rules, departmental regulations, and judicial interpretations;
- An appendix listing all other legal information related to the field.
For each law, it functions like a small encyclopedia, providing readers with all the necessary information in one volume.
China Zhengfang Publishing House has published relatively few legal compilations, but each one that has been published has been well-received and best-selling. The "Zhengfang Edition" legal compilations have produced many outstanding works. The Complete Collection of Current Laws and Regulations and Judicial Interpretations of the People's Republic of China, first published in 1997, has been continuously revised 11 times since its release, with a total circulation exceeding 120,000 sets, standing out as the sole leader among tools of similar scale. The Latest Common Economic Laws and Regulations, published since 1994, has been revised 17 times with a circulation exceeding 200,000 copies. The Latest Common Laws and Regulations of the People's Republic of China, the first legal compilation in China to use computers to categorize tens of thousands of cases and social activities, first filters out the laws and regulations frequently applied in practice and then organizes them based on an internal logic that facilitates easy retrieval. In just two years since its release, it has circulated over 30,000 copies.
By the end of 2002, our publishing house launched the Complete Laws and Regulations of the People's Republic of China, approved by the Legal Affairs Commission of the Standing Committee of the National People's Congress, with features such as low price and high volume, challenging current domestic publications of similar scale and scope. This demonstrates our extensive experience in compiling laws and regulations. The newly launched "Practical Core Regulations Series" has also undergone extensive research, with renowned legal experts serving as consultants and a large writing team organized over a long period of preparation. We believe its release will bring readers a pleasant surprise.
At the same time, we sincerely hope that readers will provide valuable suggestions during their use of this series to help us continuously improve it, making it a brand-name toolbook in the legal field and contributing to the application of law, in gratitude for the readers' support.
