Features: Rivers have nurtured human civilization, but in the process of development, humans have caused harm to rivers and paid the price for it. For a period of time, the main channel of the Yellow River has experienced siltation and shrinkage, becoming increasingly severe. The situation of the "secondary suspended river" is grim, the contradiction between water resources supply and demand is acute, and water pollution is worsening, all reflecting the survival crisis of the Yellow River. Therefore, the author proposes that the ultimate goal of Yellow River governance is to maintain its healthy life, and accordingly establishes the "1493" river management system. At the same time, it elaborates on different modes of water and sediment regulation, the control, utilization, and shaping of Yellow River floods, the "three defense lines" for controlling coarse sediment, the construction of the Yellow River water and sediment regulation system, as well as the governance of the lower reaches of the Yellow River.
