After the conference, talent issues received widespread attention from all sectors. Many departments established specialized talent management institutions, and research in the field of talent has made significant progress. At the same time, as China's talent work is in a period of development and breakthrough, it faces many challenges, making it urgent to conduct in-depth research and discussion on cutting-edge issues to advance talent work and research to new stages. Editors organized and published China's Talent Frontiers based on this practical need. Guided by the spirit of the Talent Work Conference and the Decision on Talent Work, and adhering to the Scientific Outlook on Development and the principle of the Party's leadership in talent work, the book compiles the latest research findings of many scholars, especially those on cutting-edge topics, aiming to enhance people's understanding of talent frontiers from broader perspectives, promote the dissemination of the concept that "talent resources are resources," create a favorable environment for improving China's talent management and development, and promote the refinement and innovation of talent policies. The book also aims to provide a platform for talent researchers to exchange ideas and serve the expansion of China's talent research community. The content of the book mainly includes the following five aspects.
Part 1 primarily discusses talent policy-related content. This section analyzes reforms and innovations in China's wage system, postgraduate supervisor system, expert consultation and demonstration system, and more. It also delves into legal and household registration issues in talent mobility, the evolution and development trends of China's continuing education policies, and insights from developed regions' talent incentives.
Part 2 focuses on talent team building. This section provides detailed introductions to the talent status in China's civil aviation industry, the development of skilled talent teams, succession planning models for family businesses, the cultivation and management of new-generation professional talents in the military, and the current shortage of female talent.
Part 3 discusses the development of science and technology talent. This section covers comprehensive topics such as talent development in China's high-tech industries and science talent attraction policies, as well as more targeted content like the strategic construction of China's IT talent development and public policy choices.
Part 4 emphasizes the relationship between human capital and talent development. Main topics include fiscal and tax policies and institutional arrangements for human capital development, China's talent development strategy in the financial industry, human capital issues in the reduction of state-owned shares, and the role of social capital in rural population migration.
Part 5 explores China's talent development environment and trajectory from the perspectives of talent strategy and talent development patterns. This section examines the impact of factors such as economic globalization and the "official-oriented" mindset on the development of China's talent teams, while also analyzing domestic and international talent development experiences to explore the laws of talent development in the information age.
Many of the issues discussed in the book are still under exploration and research, and some viewpoints remain controversial. The primary purpose of publishing these views is to attract more attention from experts and scholars engaged in related research, deepen the understanding of these issues, and contribute to the advancement of China's talent cause.
