It was originally scheduled as part of the 2004 research tasks of the China Publishing Science Research Institute but was postponed due to reasons related to work arrangements. Given the long delay, why is it still being compiled and published now? A direct reason is that while the institute has been thoroughly studying the reform and development of state-owned publishing, research on private publishing has gradually become a brand. Since 1999, the institute has held multiple symposiums and conducted surveys on the development of China's private publishing industry in response to the new realities of China's entry into the World Trade Organization, and has produced several reference reports. This book is a compilation of research reports from the "Second China Private Publishing Industry Development Advanced Forum" organized by the China Publishing Science Research Institute in 2004. The edited articles consist of 15 pieces, roughly divided into four sections. The first section includes speeches by leaders and responsible officials, focusing on the reform progress of the private publishing industry from the perspectives of cultural system reform, the reform and development of the entire publishing industry, and policies and regulations. The second section features presentations by responsible officials from state-owned publishing houses and private publishing enterprises, discussing collaboration between state-owned and private sectors, as well as the internal development and sustainable growth of private publishing enterprises. The third section selects several insightful and valuable articles on private publishing issues from the Publishing and Distribution Research magazine, sponsored by the China Publishing Science Research Institute.
