Features: The experience and achievements of river basin management in foreign countries are very attractive. Long ago, the author had the intention to compile a reference book on river basin management and development abroad and began collecting relevant materials. At this very moment, the Yellow River Conservancy Commission (hereinafter referred to as YRCC) of the Ministry of Water Resources launched the "Research on the Yellow River Management Strategy for the 21st Century" project. Its main tasks and objectives are: to study the experience of river basin management at home and abroad and the theories of water conservancy development, in order to learn from the river basin management experience of developed countries in the world and provide reference and learning models for the Yellow River management in the 21st century in terms of river basin management, advanced technical means, and water conservancy development ideas. Taking this opportunity of the project research, we conducted a systematic analysis, summary, and study of the domestic river basin management situation, and this book is also formed on this basis.
