Features: To adapt to the development of the socialist market economy and the need for investment management in basic construction of water conservancy projects, improve the quality of budget (estimation) preparation, and reasonably determine project investment, this regulation has been formulated based on the "Constitution and Calculation Standards for Fees of Water Conservancy and Hydropower Engineering Design Budget (Estimation)" issued in Document No. 15 of Water Construction [1998], and combined with the characteristics of the water conservancy industry in recent years. It serves as the basis for preparing and approving the design budget (estimation) of water conservancy projects and also provides guidance for preparing project bid bases. This regulation applies to central projects and large-scale local water conservancy projects with central investment. The design budget (estimation) of the project should be prepared according to the policies and price levels of the preparation year. If there are significant changes in the design scheme and price levels between the start year of the project and the preliminary design budget, the preliminary design budget should be revised and submitted for approval. This regulation is managed and interpreted by the Water Conservancy Construction Economy Quota Station of the Ministry of Water Resources.
