Features: The pollution discharge fee system is an environmental management system that keeps pace with the times, having undergone a process of trial implementation, full implementation, and continuous improvement and development. In recent years, to adapt to the development of the economy and society and the situation of environmental protection work, as well as to meet the needs of the national economic and financial system reform, the national pollution discharge fee system has undergone major reforms. The State Council has issued the "Regulations on the Collection and Use of Pollution Discharge Fees," and relevant national departments have released a series of supporting policies. These policies and regulations adhere to the principles of controlling the total discharge of pollutants, improving environmental quality, and achieving coordinated socio-economic and environmental development. They have implemented comprehensive reforms in the pollution discharge fee system, standards, fund use, management systems, and institutional construction. A major breakthrough has been achieved in total discharge fees, marking a shift from ( based on exceeding standards) to pollution acceptance, from ( based on depth) to a combination of concentration and total discharge fees, from ( based on single factor) to multi-factor fees, and from (static fee collection) to dynamic fee collection. The fiscal policy of (revenue and expenditure under a single account) has been clarified, and the management system for pollution discharge fees has been improved. This will play a greater role in promoting pollution prevention and ecological protection, enhancing the modernization level of environmental protection law enforcement teams, and achieving the "Tenth Five-Year Plan" for environmental protection.
