The content of this compilation is arranged in the following categories in order: Laws, Administrative Regulations, Regulatory Documents, Departmental Rules of the State Council, and Judicial Interpretations. Within each category, items are listed in chronological order of promulgation. The directory of local regulations and local government rules filed with the State Council is arranged according to the administrative divisions approved by the State Council in 1987; if more than one item is filed in the same administrative region, they are listed in chronological order of promulgation.
This compilation is published in twelve issues annually, with one issue per month. This issue is the fifth of the 2004 series, including 3 laws and decisions on legal issues, 5 administrative regulations, 12 regulatory documents, 25 departmental rules filed with the State Council, and 1 judicial interpretation promulgated within April 2004. It also includes 6 regulatory documents from February to March 2004 and 4 judicial interpretations from December 2003 to March 2004, totaling 56 items.
During the compilation and publication process, this compilation received strong support and assistance from relevant departments of the State Council and other concerned parties.
