Features: Liu Shen's new book "Research on Administrative Legislation" has been published. It is called "new work," not only because this monograph is the author's new work, but also because its content and data are mostly new. Currently, the rule of law is increasingly becoming the basic principle for the Chinese government to exercise its powers according to law. The development of administrative legal systems has been rapid. In the last two decades of the 20th century, China promulgated over 300 laws, of which those related to administration account for nearly half of the country's total legislative volume, and the number of regulations and rules is even larger. Clearly, this also inevitably raises requirements for the standardization of administrative legislative activities themselves. However, overall, theoretical research seems to be lagging behind. As far as I can see, in addition to general textbooks, there are occasionally works on administrative regulations or rules, but monographs that comprehensively study administrative legislation are rare. Liu Shen's work can be said to fill this gap, making it highly innovative in content; what is particularly valuable is that the author has extensively collected and analyzed the recent norms and discussions on administrative legislative research in China, comparing and evaluating them to ensure they are both new and unbiased. After reading this new work, readers are bound to gain new insights. Liu Shen's works have long been characterized by a close integration of theory and practice. While valuing international experience and conducting extensive research and comparisons, he uses these as "stones from other mountains to polish one's own jade"; the selection of various theories and viewpoints is also based on whether they can promote the development of China's administrative legislative practice. However, his foundation lies in the innovation of theory and institutions, which is commendable. In the preface to another of his works, I praised Liu Shen's fresh and straightforward writing style, avoiding pretentious or obscure language. I mention this again to express my hope for such works! To build a socialist rule-of-law state, the 16th National Congress of the Communist Party of China proposed strengthening legislative work and improving legislative quality, aiming to establish a socialist legal system with Chinese characteristics by 2010. Administrative legislation is undoubtedly one of the key areas. "Research on Administrative Legislation" is a timely work. As the saying goes, "Mountains do not mind being high, and seas do not mind being deep," and precisely because of this, all major and minor rivers should be praised!
