Features: With the continuous deepening of China's reform and opening-up, the rapid development of foreign economic and trade undertakings, and the gradual establishment and improvement of China's foreign economic and trade legal system and management system, China officially joined the World Trade Organization on December 11, 2001. This is a historically significant event in the process of China's reform and opening-up, marking a new stage in China's opening-up and also putting forward higher requirements for the construction of China's foreign economic and trade legal system. Since the second half of 1999, under the leadership of the Party Central Committee and the State Council, in accordance with the needs of the development process of reform and opening-up and to prepare for joining the World Trade Organization, relevant departments have comprehensively reviewed the laws, regulations, rules, and policy measures related to the management of foreign economic and trade. On the basis of the review, revisions, retention, and abolition have been carried out; new regulations and rules have been formulated to ensure the unified implementation of laws, regulations, and policy measures related to foreign economic and trade across the country. To facilitate personnel engaged in foreign economic and trade work and foreign-related economic and legal work to understand and master the latest developments in the construction of the foreign economic and trade legal system, and to promote the development of China's foreign economic and trade undertakings, we have compiled a set of "New Edition of Laws, Regulations, Rules of the People's Republic of China on Foreign Economic and Trade" (abbreviated as "New Edition"). The content of the "New Edition" covers multiple aspects such as foreign trade, foreign investment, international economic cooperation, intellectual property, customs, quality supervision, inspection, and quarantine, foreign exchange, finance, and taxation, reflecting relatively comprehensively the latest achievements in the construction of China's foreign economic and trade legal system. It has strong practicality and can serve as a reference book for foreign economic and trade business and legal practice, as well as for research, teaching, and training. The "New Edition" will be published in several volumes. The first volume mainly collects the laws, regulations, and departmental rules on foreign economic and trade revised and promulgated from 2000 to March 2002, as well as other regulatory documents related to foreign economic and trade business. The appendix also specially includes the "List of Abolished Rules and Regulatory Documents of the Ministry of Foreign Trade and Economic Cooperation." The content of this book covers multiple aspects such as foreign trade, foreign investment, international economic cooperation, intellectual property, customs, quality supervision, inspection, and quarantine, foreign exchange, finance, and taxation, reflecting relatively comprehensively the achievements in the construction of China's entire foreign economic and trade legal system. The first volume mainly collects the laws, regulations, and departmental rules on foreign economic and trade revised and promulgated from 2000 to March 2002, as well as related other regulatory documents.
