Features: The People's Congress system is the fundamental political system of our country. Representatives of local people's congresses at all levels, elected by voters or electing units through democratic elections, are members of the local national power organs. Representatives at all levels, entrusted by the people, represent the interests and will of the people, exercise the powers granted by the Constitution and laws to local people's congress representatives, participate in exercising state power, and manage state affairs. The local people's congress representatives of this city elected in 2003 will undertake an important historical mission in the next five years at the beginning of the new century. In order to facilitate the newly elected people's congress representatives to become familiar with and understand the People's Congress system, better perform representative duties, and carry out work in accordance with the law, we have made major revisions to the "People's Congress Representative Work Handbook" published in 1998. Part I selects important discussions on democratic, legal, and institutional construction and the People's Congress system by Comrade Deng Xiaoping and Comrade Jiang Zemin; Part II selects relevant documents from important national and Party conferences; Part III selects the Constitution and commonly used laws and regulations for performing representative duties in the People's Congress system; Part IV and Part V provide a brief introduction to the basic knowledge of the People's Congress system and how representatives perform their duties; Part VI, as an appendix, selects explanations of relevant terms. The main purpose is to provide learning references for people's congress representatives.
