Features: The state pays great attention to the construction of the kindergarten teacher team. In 1994, the State Personnel Department and the former Ministry of Education jointly issued a document, explicitly stating that kindergarten teachers belong to the technical worker series. In 1995, the State Personnel Department issued a document clarifying that the Ministry of Education is responsible for the technical level training and assessment and recognition of workers in the kindergarten teacher profession. In 1996, the former Ministry of Education issued Order No. 25, titled "Regulations on Kindergarten Work," which stipulated that kindergarten teachers should receive vocational education and training in early childhood care.
