Features: Research on international financial law and domestic financial law are inseparable, and this field is vast in scope, grand in subject, rich in data, and complex in relationships, all of which are highly attractive, especially to young people. This astronomical field is particularly suitable for young people to study and research. Because, compared to other legal fields, there are greater opportunities to produce new results and more innovative achievements in this field. This series of monographs has a common feature: the authors, without prior agreement, adopt legal methods to study economic issues. In the past two decades, we have seen more cases where economic methods are used to analyze legal issues. Especially in the international legal academia, the vigorous "economic analysis of law" has seen several monographs translated into Chinese. Now, in Chinese universities and research institutions, legal researchers are beginning to enter the fields of economics, public administration, and business administration, using legal methods to study issues in these marginal areas. In several closely related fields of social sciences, such as economics, public administration, business administration, and sociology, there are now papers and works on legal research, and interdisciplinary research results are also increasing. After the Chinese government designated "governing the country according to law" as a basic policy, using legal thinking and methods to analyze current economic reform issues is also very meaningful. The significance lies in the fact that what we call "governing the country according to law" is not just a macro-level slogan, but it should be regarded as a legal method that can be practically implemented, used to analyze economic issues, and serve as the basis for designing economic policies. I remember two years ago, former president of Peking University, member of the National People's Congress Standing Committee, and member of the Financial and Economic Committee of the NPC, Professor Wu Shuqing, asked me whether, according to the Constitution, the "debt conversion into equity" should be submitted to the Financial and Economic Committee of the NPC for discussion. I said that we need to study the law before answering. Recently, the State Council issued a measure on " state-owned shares and establishing a social security fund," and someone asked me whether such a large fiscal payment transfer should be discussed in a meeting of the Financial and Economic Committee of the NPC. I replied that we need to study the law. Even while writing this preface, the relevant legal research is still ongoing. I hope to find answers that comply with the law by examining the perspective of legal institutional change and the evolution of China's financial and economic legal procedures.
