Features: China and South Korea are neighbors separated only by the sea, with a long history of cultural exchange dating back to before the Sui and Tang dynasties in China. Over the past decade, friendly relations between China and South Korea have developed rapidly, with both sides actively engaging in cultural exchanges, seeking friendship, and absorbing beneficial aspects of each other's cultures. They have introduced their excellent traditional and modern cultures to one another and the world, enriching cultural life and contributing to the cause of human civilization. To adapt to the positive momentum of cultural exchange between China and South Korea and promote academic research and exchange in criminal law, under the support of the China Society of Law Sciences, the China Society of Criminal Law Studies, led by Professor Zhao Bingzhi as its president, and the South Korean Society of Comparative Criminal Law, represented by Professor Kim Yong-uk as its then president, officially signed the "Memorandum of Understanding on Academic Exchange in Criminal Law between China and South Korea" on December 18, 2002, at the China University of Political Science and Law, a national key research base in China.
To implement this agreement, at the invitation of the South Korean Society of Comparative Criminal Law, a delegation of ten renowned professors led by President Zhao Bingzhi from the China Society of Criminal Law Studies visited South Korea in August 2003. Another outcome of this visit was the planning by both sides to hold the "China-South Korea Criminal Law Academic Symposium" alternately in China and South Korea in the future. During the symposium, Chinese and South Korean criminal law experts and scholars summarized and reviewed eight topics, including criminal legislation, criminal policy, disputes in general criminal law, special criminal law, disputes in specific criminal law, the death penalty, crimes committed by foreigners, and general international criminal law, and conducted lively, extensive, and in-depth discussions.
To promptly share the results of the "China-South Korea Criminal Law Academic Symposium" with the public and expand the scale and influence of academic exchange between China and South Korea, the China Society of Criminal Law Studies and the South Korean Society of Comparative Criminal Law jointly decided to publish the outcomes of each symposium in both China and South Korea in their respective languages. This book also includes relevant speeches, schedules, lists of attendees, and academic summaries from the symposium.
