Since the reform and opening-up, Shanghai has constructed, is constructing, and plans to construct over 6,000 high-rise buildings, many of which are ultra-high-rise buildings. In 1997, the Ministry of Construction issued Decree No. 59—Provisional Regulations on Seismic Prevention Management for Ultra-High-Rise Buildings—to strengthen seismic prevention management. In 1998, the Shanghai Municipal Construction and Management Commission established the Shanghai Expert Committee for Seismic Prevention Review and began specialized preliminary design seismic prevention reviews for ultra-high-rise buildings in the city. To date, the committee has reviewed over 400 projects, involving thousands of individual building structures. Through the review of typical ultra-high-rise buildings of various structural types, including residential, commercial, office, communication, hospital, and sports facilities, the expert committee has strived to eliminate structural design risks, enhance seismic safety, and control design quality. In 2003, the Ministry of Construction revised and issued Decree No. 111—Regulations on Seismic Prevention Management for Ultra-High-Rise Buildings. The publication of this book aims to better meet the practical needs of ultra-high-rise building construction and management in Shanghai. This book is not a mandatory technical standard but serves as a guiding technical reference to help designers understand seismic design standards, master the requirements of seismic prevention reviews for ultra-high-rise buildings, and further improve the seismic design quality of such structures. Therefore, the writing of this book employs both standardized language and explanations similar to those found in "regulation explanations" and textbooks to clarify principles.
