Features: With the rapid development of China's economy and a significant increase in foreign trade, China's total import and export volume ranked third in the world in 2004. The Customs General Administration processed 36.45 million import and export declaration forms throughout the year. Correspondingly, the workforce of customs declaration personnel has also expanded, with over 80,000 registered declaration personnel at present. Declaration personnel have become a new and highly sought-after career choice. The overall quality of the declaration workforce directly affects the administrative efficiency of the Customs, the speed of import and export clearance, and the order of foreign trade. In accordance with Article 11 of the "Customs Law of the People's Republic of China," which stipulates that "declaration personnel must obtain the qualification for declaration practice in accordance with the law," the Customs General Administration implements a national unified examination system for declaration personnel qualification. This system evaluates the law-abiding and trustworthy nature, knowledge level, and professional competence of applicants. Chinese citizens who wish to pursue a career in declaration must take the national unified examination for declaration personnel qualification and must pass the exam to obtain the qualification certificate for declaration personnel. To ensure the scientific and fair nature of the examination, the Customs General Administration established the Committee for the Qualification Examination for Customs Declaration Personnel and organized the Writing Committee for the Examination Textbooks to specialize in the compilation of examination textbooks. This year, the Writing Committee summarized the experience of previous qualification examinations for customs declaration personnel and widely solicited opinions from foreign trade and declaration personnel. Based on the actual development of declaration business, the committee organized relevant industry experts into five writing teams to formulate the examination outline and compile the 2005 edition of the series textbooks for the national unified examination for customs declaration personnel, incorporating the latest laws, administrative regulations, and customs business reforms related to foreign trade control and customs management. The 2005 edition series textbooks include: "National Unified Examination Outline for Customs Declaration Personnel Qualification," "National Unified Examination Textbook for Customs Declaration Personnel Qualification," "National Unified Examination Guidance Textbook for Customs Declaration Personnel Qualification," "Names and Codes of Import and Export Commodities," and "New Solutions to Questions from the 2004 National Unified Examination for Customs Declaration Personnel Qualification," forming a comprehensive series of books. As the ancients said, "Those who plan according to righteousness will surely succeed, and those who act for the people will surely achieve." As long as the authors keep the readers in mind, their works will undoubtedly be well-received. The writers of this series of textbooks have considered the knowledge that candidates should know and master, covering a broad range of knowledge while emphasizing the fundamental content of customs declaration practice. The five books in the series serve different purposes: the "Outline" guides candidates in grasping the key points of the exam, the "Textbook" focuses on imparting knowledge and teaching, the "Guidance Textbook" is designed to clarify doubts and resolve confusion, the "Codes" serves as an examination reference tool, and the "New Solutions" helps candidates familiarize themselves with exam question types and summarize problem-solving techniques. I hope that the publication of this series of textbooks will facilitate the study and preparation of candidates, contribute to the openness, fairness, and impartiality of the exam, and also serve as a business guide for customs declaration personnel and a reference for customs staff and professionals in related fields. Errors and omissions are inevitable in textbooks, and I sincerely invite feedback from all sectors of society. The 2004 edition of the "National Unified Examination Guidance Textbook for Customs Declaration Personnel Qualification" (hereinafter referred to as the "Guidance Textbook") was published last June and was well-received by candidates and customs declaration personnel. Over the past year, due to the issuance and revision of new relevant laws, administrative regulations, and departmental rules, as well as changes in customs business reforms, the "Guidance Textbook" needs to be supplemented and revised accordingly. Based on this, the Committee for the Qualification Examination for Customs Declaration Personnel of the Customs General Administration decided to compile the 2005 edition of the series textbooks for the national unified examination for customs declaration personnel and established the relevant writing teams. Comrade Shen Youjun was appointed as the head of the 2005 edition "Guidance Textbook" writing team, with Comrades Shao Jiaxi and Gu Peijun as deputy heads. The writing of each chapter was still handled by the original authors, and the entire book was reviewed and compiled by the editorial team. The writing of the 2005 edition "Guidance Textbook" officially began on March 1. According to the principles determined by the Wuqing Meeting, Suzhou Meeting, Qingdao Meeting, and Haikou Meeting of the Writing Committee for the Examination Textbooks of the Customs General Administration, and after soliciting opinions from experts and practical workers from customs, customs declaration companies, and other units, the writing team determined the main content of the 2005 edition "Guidance Textbook" and carried out the writing work. The writing was completed in early June, lasting three months. While maintaining the basic framework of the original structure, the 2005 edition "Guidance Textbook" adhered to the three principles of "strict adherence": strictly adhering to current laws and regulations, strictly adhering to the examination outline, and strictly adhering to the textbook in compiling the "Guidance Textbook." This ensured consistency between the content of the "Guidance Textbook" and the laws and regulations, examination outline, and textbook, further highlighting the distinctive feature of the "Guidance Textbook" in clarifying doubts and resolving confusion.
