Features: With the rapid development of China's economy and a significant increase in foreign trade, China's total import and export volume ranked third in the world in 2004, with customs processing 36.45 million import and export declaration forms annually. Correspondingly, the workforce of customs declaration personnel has also expanded, with over 80,000 registered customs declaration personnel at present. Customs declaration has become an emerging and highly sought-after career choice. The overall quality of the customs declaration workforce directly affects the administrative efficiency of customs, the speed of import and export clearance, and the order of foreign trade. In accordance with Article 11 of the "Customs Law of the People's Republic of China," which stipulates that "customs declaration personnel must legally obtain qualification for customs declaration," customs implements a national unified examination system for customs declaration qualification. The examination assesses the law-abiding integrity, knowledge level, and professional competence of applicants. Chinese citizens who wish to pursue a career in customs declaration must participate in the national unified examination for customs declaration qualification and must pass the exam to apply for the customs declaration qualification certificate. To ensure the scientific and fair nature of the examination, the General Administration of Customs has established the Examination Committee for Customs Declaration Personnel and organized the Textbook Writing Committee for the Examination to specialize in the compilation of examination materials. This year, the Textbook Writing Committee summarized the experience of past customs declaration examinations and widely solicited opinions from foreign trade and customs declaration personnel. Based on the actual development of customs declaration business, the committee organized relevant industry experts into five writing groups to formulate the examination outline and compile the 2005 edition of the series textbooks for the national unified examination for customs declaration personnel. The latest laws, administrative regulations, and customs business reform achievements related to foreign trade control and customs management were timely incorporated into the textbooks. The 2005 edition series textbooks include: "National Unified Examination Outline for Customs Declaration Qualification," "National Unified Examination Textbook for Customs Declaration Qualification," "National Unified Examination Guidance Textbook for Customs Declaration Qualification," "Import and Export Commodity Names and Codes," and "New Solutions to the 2001–2004 National Unified Examination for Customs Declaration Qualification," forming a comprehensive series of books. As the ancients said, "He who plans according to righteousness will surely succeed, and he who acts for the people will surely achieve." As long as the authors keep the readers in mind, their works will undoubtedly be well-received. The compilers of this series of textbooks, from the perspective of what candidates should know and be able to do, have considered both the breadth of knowledge to be covered and the essential content of customs declaration practice. The five books in the series serve distinct purposes: the "Outline" guides candidates in grasping the key points of the exam, the "Textbook" focuses on imparting knowledge, the "Guidance" emphasizes clarifying doubts, the "Codes" serves as an examination reference tool, and the "New Solutions" helps candidates familiarize themselves with exam question types and summarize problem-solving techniques. I hope the publication of these textbooks will facilitate the study and preparation of, contribute to the openness, fairness, and impartiality of the exam, and also serve as a business guide for customs declaration practitioners and a reference for customs personnel and those in related fields. Mistakes and omissions are inevitable in textbooks, and we sincerely invite feedback from all sectors of society. Accurately and quickly classifying import and export commodities is a fundamental skill for customs declaration personnel and one of the key components of the national unified examination for customs declaration qualification. "Import and Export Commodity Names and Codes" (hereinafter referred to as "Codes") is not only a reference tool for the national unified examination for customs declaration qualification but also a textbook for candidates to learn and master the knowledge and skills of import and export commodity classification. The 2005 edition of "Codes" is based on the "National Unified Examination Outline for Customs Declaration Qualification" and the "Customs Tariff of the People's Republic of China" for 2005. Compared to the 2004 edition of "Codes," the 2005 edition primarily features the following two characteristics: First, it added or removed 127 subheadings of commodities based on changes in the 2005 tariff and revised some section notes, chapter notes, and subheading names; second, it highlighted chapter titles by adding marginal headings for easier reference. During the compilation process, we adhered to a spirit of responsibility toward candidates, striving for accuracy and practicality. The textbook was compiled by Shi Zhongxing, Bai Fengchuan, and Yang Yanguang. The entire book was edited by Bai Fengchuan, reviewed by Li Balin, Fu Jiajun, and Hu Huayan, and finally approved by the Textbook Writing Committee for the Examination of Customs Declaration Personnel of the General Administration of Customs.
