Features: On April 27, 2005, the 15th meeting of the Standing Committee of the 10th National People's Congress passed the "Civil Servants Law of the People's Republic of China" (hereinafter referred to as the "Civil Servants Law"). The promulgation and implementation of this law is a major event in China's political life and a significant step in further accelerating the reform of cadres and personnel systems. The "Civil Servants Law" fully summarizes new experiences, incorporates new achievements in reform, draws on the successful practices of civil service systems abroad, and elevates long-established effective methods and reform experiences in cadres and personnel management to the level of law, further enriching and improving the content of civil servants' management. The "Civil Servants Law" will take effect on January 1, 2006. To better study, promote, and implement the "Civil Servants Law," and to help a broad range of civil servants and the public understand the significant meaning of its promulgation and implementation, grasp its spirit, and compile this interpretation. The editors organized some of the participants in the deliberations on the "Civil Servants Law" to write this interpretation. This book provides a detailed explanation of the "Civil Servants Law" article by article and can serve as an important reference for cadres and the public to study the "Civil Servants Law."
