Features: This book describes the Treasury Reference Model, which provides guidance for designing automated government treasury systems and primarily serves two types of personnel: (a) government internal officials and consultants involved in planning and implementing such systems; (b) software developers and suppliers from the private sector, or even internal treasury system developers. For the first group of personnel, the model aims to provide them with effective tools to facilitate their execution in relevant government departments or projects. For the second group, the primary goal is to clearly articulate the specific requirements of a particular government for treasury systems. These requirements differ significantly due to the varying needs of the private sector, although the demand for accrual-based accounting by governments is increasing. To assist in the design process of treasury systems, this book introduces key functions of such systems in the early chapters, such as core functional processes, policies related to human-computer interaction programming, and prior institutional proposals. Establishing an effective treasury system will directly contribute to improving the transparency and accountability of government departments, aligning them with the standards set forth in the IMF's "Guidelines for the Successful Implementation of Fiscal Transparency — Statement of Principles" and other standards, such as the World Bank's specific trust standards. It is crucial to explicitly reflect these guidelines and standards in the design and implementation of treasury systems. Therefore, the factors related to the Fiscal Transparency Guidelines will be clearly reflected in the "Treasury Reference Model." The second part of this book provides specific functional process flowcharts for treasury systems, a questionnaire for assessing national-specific requirements, a set of functional specifications for purchasing and/or developing application software (which will be used to implement treasury systems), and a list of major data entities related to treasury systems. Additionally, the "Treasury Reference Model" offers an effective method for implementing improved fiscal reporting analysis standards. An increasing number of government departments have begun adopting accrual-based financial statements, and the IMF's Government Finance Statistics system is also undergoing corresponding adjustments. The adjustments from various sources of reports and the adoption of cash-basis accounting or different levels of accrual-based accounting indicate that this approach is more popular than structuring accounts to facilitate accrual-based recording and reporting. Therefore, the "Treasury Reference Model" includes a general ledger that is applicable to both cash-basis accounting and accrual-based accounting, and it aligns with the main principles of the adjusted Government Finance Statistics system.
