Sabatier, a renowned American public policy scholar, Policy Process Theory collects multiple articles written by prominent Western public policy scholars on policy process theory. It introduces the phased approach to policy processes, the pluralistic analytical framework, the institutional rational choice framework, the punctuated equilibrium theory, the advocacy coalition framework, innovation and diffusion models in policy research, policy processes and large-scale comparative studies, and compares and evaluates various analytical frameworks. It also provides forward-looking prospects for the development and trends of policy theory. This book will provide some reference frameworks for the theoretical research and practical operations of Chinese public policy processes. For a country like China, which has a unique national and political context, the staged heuristic approach helps improve the scientific and democratic level of decision-making; the institutional rational choice framework provides a model focused on specific institutional arrangements for China to achieve a second transformation centered on institutional building, which holds special significance for the development and utilization of public resources. The multiple streams analytical framework views the policy process as consisting of three streams: problem streams, policy streams, and political streams. This offers important lessons for us to focus on the various factors and modes of influence in decision-making in an increasingly open, diverse, and complex society, as well as to pay attention to the "input" and "output" processes of policies. The punctuated equilibrium theory framework teaches us that China should maintain a moderate degree of policy continuity and achieve dynamic balance during its multiple transformations. As social stratification has further deepened, the harmonization of interest groups has become an urgent issue. The advocacy coalition framework provides a basic analytical paradigm for us to study how to mobilize the entire social force and promote the coordinated action of various interest groups toward common policy goals. In today's society where innovation is increasingly becoming a trend, the policy diffusion theory framework holds significant practical implications for explaining the innovative activities of local governments in China and the cooperative and competitive relationships among governments. Large-scale comparative studies explore a series of cross-system independent variable differences to examine which differences are related to and unrelated to differences in policy indicators. This helps us explore the actual roles of different variables affecting Chinese policies during the transformation period—variables including socio-economic environmental factors as well as political behavior and institutional factors. However, our understanding and application of these theories and policy process research findings in the book need to be combined with the actual conditions of China for comparative analysis in order to better promote the innovation and development of Chinese policy and management theories, thereby better serving the reform practices of Chinese government agencies.
