Features: Our view of the fiscal process seems very similar to this. Using models such as the ruling class model of political order, the established power model, or the coercion model, this process can be consistently explained or analyzed. Moreover, as I hope this book can demonstrate, the individualistic democratic model can also consistently explain this process. In the appropriate modern context of what is broadly termed "democracy" in the Western sense, either of the above perspectives has some explanatory potential. There is no need to discuss the relative explanatory power of these two models, nor can their normative implications be elaborated. The orthodox discussion of fiscal issues contains an uncertain combination of these two approaches, as well as many idealistic democratic principles. This inconsistency is therefore not surprising. Even if this book merely draws attention to the importance of the political decision-making process in fiscal theory, it has achieved its secondary purpose.
