Features: In 2004, under the wise decision and correct leadership of the Party Central Committee and the State Council, customs across the country adhered to tax collection as the "axis,"、、, achieving a substantial increase in customs tax revenue. The net collection for the year reached 477.44 billion yuan, an increase of 10.32 billion yuan compared to 2003, a growth of 27.8%. From 1999 to 2004, customs across the country collected 173 trillion yuan in taxes, 2.4 times the total of the previous two decades of reform and opening up. Since 1999, customs tax revenue has seen six consecutive years of substantial growth, with an average annual growth rate of 32.4%. Notably, in 2003 and 2004, customs tax revenue increased by over 100 billion yuan for two consecutive years, earning high praise from central leaders and all sectors of society. The main reasons for the continuous substantial growth in customs tax revenue are:
First, under the correct leadership of the Party Central Committee and the State Council, the national economy has maintained sustained, rapid, coordinated, and healthy development, which in turn has driven the high-speed growth of foreign trade import and export. In 2004, with import and export scale exceeding 1 trillion U.S. dollars, the substantial increase in taxable value and the rise in prices of major imported and exported goods were important reasons for the increase in customs tax revenue.
Second, customs across the country seized the opportunity, deepened reforms, continuously improved their ability to provide customs services, maintained a high-pressure stance against smuggling, vigorously rectified and standardized import and export order, and the awareness of enterprises to pay taxes legally improved significantly.
Third, customs across the country adhered to tax collection as the "axis" of all business, continuously innovated the implementation methods of tax collection and management functions, insisted on legal tax collection, scientific tax collection, and comprehensive tax management, and continuously improved the level of fully collecting the taxes owed by customs.
