Excerpt: With the continuous development of China's economy, electrified railways, which symbolize the modernization of railways, have experienced rapid growth. The electrified sections have gradually extended, and power supply equipment has been continuously updated. In particular, the construction of high-speed and ultra-high-speed electrified railways in recent years has demanded enhanced work in traction power supply systems, further improved scientific management, and work efficiency to better serve transportation production. At the same time, the development of electrified railways has made the "three highs" risks in the operation and management of electrified equipment even more severe. To ensure the safety of personnel and equipment, the Ministry of Railways and relevant railway bureaus and departments have issued traction power supply regulations and rules in written form, requiring all personnel engaged in traction power supply work to strictly implement these regulations and rules. Therefore, there should be increased emphasis on learning and strengthening safety awareness, establishing the concept of "safety first," to ensure the safety of personnel and equipment and advance the electrified railway industry to a new stage. Section 1 Ministry-issued Electrified Railway Regulations and Rules for learners and practitioners of traction power supply must be familiar with the regulations and rules issued by the Ministry of Railways over the years regarding electrified railways, and must strictly master key regulations and rules, using them to guide safe production. Below are the ministry-issued safety regulations and rules for electrified railways: 1. "Safety Work Rules for Contact Lines" and "Operation and Maintenance Rules for Contact Lines" To meet the needs of contact line operation, maintenance, and safety work, improve the quality and management level of contact lines, and adapt to the development of electrified railways, the Ministry of Railways issued and implemented these rules on April 1, 1983, through (82) Tielu Machine Word 881 (commonly referred to as 881 Ministry Order on-site). On-site, they are abbreviated as "Safety Rules" and "Maintenance Rules." 2. "Safety Work Rules for Traction Substations" and "Operation and Maintenance Rules for Traction Substations" To improve the operation, maintenance, and safety work of traction substations, enhance the equipment quality, power supply quality, and management level of traction substations, and adapt to the development of electrified railways, the Ministry of Railways issued and implemented these rules on April 1, 1983, through (82) Tielu Machine Word 1670 (commonly referred to as 1670 Ministry Order on-site). On-site, they are abbreviated as "Safety Rules" and "Maintenance Rules." 3. "Emergency Repair Rules for Contact Lines of Electrified Railways" To ensure the safe operation of electrified railways, respond swiftly to contact line failures, promptly carry out repairs, restore power supply and train operations as soon as possible, and minimize accident losses and transportation disruptions, the Ministry of Railways issued and implemented these rules on October 17, 1989, through Tielu (1989) 126 (commonly referred to as 126 Ministry Order on-site). On-site, they are abbreviated as "Emergency Repair Rules." 4. "Technical Management Rules of Railways" Railways are the lifeblood of the national economy, characterized by high centralization, semi-military discipline, close coordination between various work links, and collaborative actions. To ensure that all departments, units, and trades carry out production activities safely, accurately, swiftly, and in coordination to better serve transportation production, the Ministry of Railways issued and implemented these rules on September 1, 1992, through the first document of the Ministry of Railways. On-site, they are abbreviated as "Technical Management Rules." The "Technical Management Rules of Railways" stipulate the basic principles that all departments, units, and trades of railways must follow when engaged in transportation production, serving as the fundamental regulations for railway management. It requires that all regulations, standards, rules, detailed rules, standards, and measures formulated by railway departments, units, and trades must comply with the provisions of the "Technical Management Rules of Railways." 5. "Accident Management Rules for Traction Power Supply" To strengthen the investigation and analysis of traction power supply accidents, improve accident statistics management, formulate effective preventive measures, and ensure safe transportation production, the Ministry of Railways issued and implemented these rules on June 1, 1985, through (85) Tielu Machine Word 124 (commonly referred to as 85 Ministry Order on-site). On-site, they are abbreviated as "Accident Management Rules." 6. "Electrical Safety Rules for Personnel Involved in Electrified Railways" To implement the spirit of safety regulations issued by the State Council, ensure the safety of people's lives and property, adapt to the development of electrified railways and the safety publicity requirements for newly built electrified railway lines, the Ministry of Railways issued and implemented these rules on April 26, 1979, through (79) Tielu Machine Word 654 (commonly referred to as 79 Ministry Order on-site). It requires the organization of communication, study, and extensive publicity for crew members, escort personnel, and employees both inside and outside the electrified railway lines along the electrified railway sections, as well as the general public in urban and rural areas, to effectively prevent electrocution accidents and ensure the safety of railway transportation. 7. "Traction Power Supply Work Evaluation Measures" To carry out comprehensive quality management activities in depth in the traction power supply system, the Ministry of Railways issued and implemented the "Traction Power Supply Work Evaluation Measures" on May 17, 1985, through (85) Tielu Machine Word 110 (commonly referred to as 110 Document on-site). It requires power supply sections to organize evaluations within their jurisdiction on a quarterly and annual basis, based on the principles of comprehensive quality management, "three determinations" and "four standardizations," named maintenance, equipment quality, production safety, and key indicators. The principle of "everything must be backed by data" should be followed to improve work quality and ensure power supply quality. 8. "Measures to Prevent Bow Contact Wire Damage in Electrified Railway Sections" and "Measures for Reasonably Allocating the Use of Contact Wire Maintenance 'Windows' in Electrified Railway Sections" To ensure the safe operation of electrified railways and adapt to capacity expansion and transportation needs, the Ministry of Railways issued and implemented these measures on October 22, 1986, through Machine (1986) 117. 9. "Statistics Measures for Traction Power Supply Equipment Tripouts" and "Statistics Measures for Bow Contact Wire Failures" To strengthen the analysis and management of traction power supply equipment tripouts and bow contact wire failures, the Ministry of Railways formulated and published these measures on July 25, 1991, through Machine (1991) 61. 10. "Railway Traction Power Supply Dispatch Rules" To adapt to the development of electrified railways and transportation production needs, it is necessary to strengthen the operation dispatch management of traction power supply systems. Therefore, the Ministry of Railways formulated and implemented these rules on January 1, 1993, through Tielu (1992) 143. 11. In addition, the Ministry of Railways has issued in written form regulations such as "Basic Requirements for Contact Wire Maintenance Operations During 'Windows' Time," "Standard for Testing Thyristor Relay Protection," "Standard for Testing Vacuum Circuit Breakers," "Notice to Improve the Fulfillment Rate of 'Windows' in Electrified Railway Sections to Ensure Safe Power Supply and Normal Transportation," and "Notice on Publishing Four Forms for Traction Power Supply." Key ministry-issued traction power supply regulations and rules will be explained in detail in the following chapters. Section 2 Railway Bureaus and Departments Issued Electrified Railway Regulations and Rules By the end of 1996, the development of electrified railways had surpassed 10,000 kilometers, with electrification rates reaching around 20%. Due to the geographical and natural environmental differences in electrified railway sections, various railway bureaus and machinery departments have formulated rules and detailed rules suitable for the characteristics of their respective electrified railways, in accordance with relevant provisions of the Ministry of Railways' "Technical Management Rules of Railways." Personnel engaged in traction power supply work must strictly implement both the Ministry of Railways' regulations and rules and the detailed rules formulated by railway bureaus and machinery departments. This book is primarily based on the traction power supply documents issued by Zhengzhou Railway Bureau and Zhengzhou Railway Machinery Department over the years. Schools and units should teach and apply these rules in a targeted manner, considering the characteristics of their respective railway bureaus.
