Features: Administrative tort is an important topic in the theoretical system of administrative law. Strengthening research on this issue is of significant theoretical and practical importance for improving the disciplinary system of administrative law. The author attempts to study administrative tort as a fundamental category of administrative law and as a basic issue in the disciplinary system, exploring its fundamental connotations and highlighting its ontological nature as a theoretical problem. Therefore, compared to traditional research that only examines administrative tort from the perspective of liability forms, the author's study is unique. Based on reviewing relevant domestic and international literature, the author's exploration methods and conclusions regarding certain theoretical issues of administrative tort exhibit a degree of innovation. During the research process, the author emphasizes the need to correct the narrow concept widely accepted in the administrative tort system, which treats "legality" as the sole standard for determining the scope of protection in administrative tort. As a major foundational theoretical proposition in administrative law, a comprehensive and systematic study of administrative tort is insufficiently achieved solely through the author's individual efforts. The fundamental theoretical issues of administrative tort still require in-depth exploration.
