The University of Cambridge is a world-renowned higher education institution. They are responsible for designing examinations and courses, providing information materials, organizing training programs, and conducting ongoing research on all aspects of the examinations to ensure continuous improvement in ESOL examinations and courses, as well as in teaching and examination techniques. The Cambridge English Skills Certificate (CELS) examination system was designed by the Cambridge ESOL Examination Center after thorough and comprehensive research into the English learning needs of over 100 non-English-speaking countries worldwide. It is a complete and independent English certificate examination system for non-native English speakers aged 16 and above. It consists of four separate skill components: listening, speaking, reading, and writing. It was officially launched globally in May 2002.
CELS differs from other Cambridge ESOL certificate examination systems in its unique design. It takes into account the diverse practical needs of candidates, separating the four skills of English—listening, speaking, reading, and writing—into independent teaching modules and assessment methods. Successful candidates are awarded certificates in each of the four English skills. The purpose of CELS is to provide candidates with greater flexibility, allowing them to choose skills that offer higher advantages and better potential for development, or skills that are relevant to their careers and work to take the examination and obtain the certificate. This design caters to multiple needs, enabling candidates to focus on learning and taking examinations in English skills that are most useful to them or in examination levels that match their actual abilities.
