Features: The National Legal Master Entrance Examination is a selective examination uniformly implemented by pilot institutions for the Legal Master Professional Degree. Strengthening the assessment of relevant abilities and developmental potential for legal work is a prominent feature and fundamental approach of the examination. While legal knowledge is undoubtedly a key component of the assessment, the special requirements of the Legal Master Professional Degree training emphasize the candidate's ability to apply fundamental knowledge and principles of related disciplines, accurately use legal language, and assess legal thinking skills such as logical analysis, reasoning, and argumentation.
To meet the demand for high-level applied legal professionals in China's socialist market economy and the rule-of-law governance, the 13th meeting of the State Council Academic Degrees Committee in 1995 approved a report on the establishment of the Legal Master Professional Degree. In June 1999, the Office of the State Council Academic Degrees Committee and the Legal Education Department of the Ministry of Justice forwarded the "Guiding Training Program for Graduate Students of the Legal Master Professional Degree," revised by the Secretariat of the National Legal Master Professional Degree Education Guidance Committee. In 2005, the joint examination for the admission of graduate students pursuing the Legal Master Professional Degree (academic education) was piloted by the joint efforts of institutions authorized for the Legal Master Professional Degree.
The Legal Master Professional Degree graduate education does not admit undergraduates with a legal major (including those with equivalent qualifications) but only non-legal undergraduates with a bachelor's degree from the national education system or those with equivalent qualifications. This measure was adopted for the following reasons: The Legal Master Professional Degree education is a crucial channel for cultivating high-level applied and composite legal talents, and expanding the training of such professionals is a significant task in legal graduate education. This reform facilitates the maximization of the social benefits of legal higher education resources, the full realization of the special educational function and role of the Legal Master Professional Degree, and also benefits the organizational work of pilot institutions during the training process. For legal undergraduates, it is encouraged to apply for postgraduate studies in law. Employees who meet the criteria may apply for the part-time Legal Master Professional Degree program. Currently, 39 universities approved by the Ministry of Education have been authorized to admit Legal Master students, with the number of applicants increasing year by year.
The Ministry of Education decided that starting from 2004, the work of the Legal Master Entrance Examination would no longer be managed by the National Legal Master Professional Degree Education Guidance Committee but instead be taken over by the National Education Examination Center, marking a new phase for the Legal Master Entrance Examination. According to the requirements of the National Education Examination Center, the examination should not only assess the candidate's legal knowledge but also their ability to apply fundamental knowledge and principles of related disciplines, accurately use legal language, and demonstrate legal thinking skills such as logical analysis, reasoning, and argumentation.
