Before writing the manuscript, the author established a general approach of "three details and three omissions": detailed coverage of major countries, brief coverage of minor countries; detailed coverage of neighboring countries, brief coverage of distant countries; detailed coverage of current affairs, brief coverage of history. Under this guidance, influential major countries like the Soviet Union and the United States are each treated as separate chapters for systematic discussion; neighboring countries of China, such as Japan, Mongolia, and Vietnam, are grouped into sections; European major countries like France, Germany, the United Kingdom, and Portugal are also treated as separate sections, occupying considerable; developed capitalist countries like Canada, Australia, and New Zealand are each treated as separate sections; Africa and Latin America are combined into a single chapter, with only the more influential countries discussed, while Central America and South Pacific island countries are not covered. The book also places emphasis on China's diplomacy in the 1990s, focusing on the diplomatic thoughts and practices of the third generation of the CPC leadership to reflect the latest dynamics of Chinese diplomacy.
